Samruk-Kazyna Construction JSC extends the acceptance of applications for the tender for the purchase of complex turnkey design and construction works until March 31, 2023
On March 7, 2023, Samruk-Kazyna Construction JSC announced a tender for the procurement of complex turnkey construction and design works with the final date for receiving applications until March 29, 2023, 18-30 hours (Astana time).
Due to numerous requests from potential suppliers, Samruk-Kazyna Construction JSC decided to extend the acceptance of applications until 18:30 on March 31, 2023.
On March 29, 2023, the technical support e-mail of the web portal received 65 requests from potential suppliers, as well as 271 calls to the Company's contact number. Most of the appeals were due to the fact that potential suppliers did not have time to submit an application for participation in the tender at the appointed time.
Problems in submitting bids were on the side of potential suppliers, for reasons beyond the control of Samruk-Kazyna Construction JSC.
Based on the results of processing and analysis of applications from potential suppliers, the following was established:
1) low quality internet connection. Many potential vendors use Internet sharing from mobile phones to submit bids;
2) not updated NCALayer (NCALayer) for electronic digital signature;
3) old technical (computer) equipment;
4) the presence of viruses on computer equipment;
5) potential suppliers have not carefully read the user manual of the web portal.
From the moment the tenders were announced to the present day, the procurement web portal has been working as usual. No technical failures were identified.
In this regard, we kindly ask you to ensure a stable Internet connection and the proper condition of technical (computer) facilities.
Based on the foregoing, representatives of the business community are requested to carefully read the tender documentation, the web portal user manual and submit applications for participation in the tender in a timely manner without leaving them for the last hours.
Samruk-Kazyna Construction JSC will make a written request to the banks that issued bank guarantees in order to confirm their authenticity.
The Procurement Web Portal provides the opportunity to submit an application around the clock, and we also inform you that there will be no further extension of applications for participation in the competition.
According to the requirements of the tender documentation, potential suppliers to participate in the tender before the deadline for accepting applications must submit original bank guarantees on paper with the seal and signature of an authorized person of the bank, however, some potential suppliers provide copies of bank guarantees without the signature and seal of the bank or there is no power of attorney for their provision.
