Last weekend, the Chairman of the Board of Samruk-Kazyna Construction, Maulen Aimanbetov, spoke to the management of the company, contractors and regional representatives during an extended workshop on the implementation of the national project "Comfortable School". The decision to urgently convene the meeting was made after a series of meetings between Aimanbetov and representatives of construction companies in the areas allocated for the construction of schools.

The meeting was held in a selector mode. Aimanbetov himself at that moment was on a working trip to the village of Belousovka, East Kazakhstan region, personally checking the site allotted for the construction of a future school for 300 places. The meeting was attended by employees of the Department for the implementation of the national project, as well as representatives of design and construction companies from 20 regions.

During the online meeting, the head of SK Construction instructed contractor companies to quickly obtain the results of geological surveys and prepare sites for construction work: dismantle unnecessary facilities, organize the removal of engineering networks, power transmission line supports, etc. Addressing design organizations, Aimanbetov dwelled separately on the issue of the quality of school design.

“We need to move away from the old system and outdated ways of designing. Now we are working in a new way and this must be taken into account. Schools must be built exactly according to the project, and this requires well-coordinated actions between the customer, designers and builders. We are responsible for everything we do together,” said the head of SK Construction.

Aimanbetov believes that so far the contracting companies have not developed a common understanding of the format of the EPC contract and work in the consortium. The essence of the consortium is that the design and construction companies that are part of it should combine their efforts and resources to design and build schools. At the same time, each member of the consortium is jointly and severally liable: if one contractor fails to cope with the work entrusted to him, the entire consortium will be included in the list of dishonest suppliers.

“I instruct the central office of SK Constuction to intensify explanatory work with contractors. Explain to everyone again what a consortium is and what is the peculiarity of the EPC contract, outline the area of ​​responsibility of each,” Aimanbetov said.

The head of SK Constuction also assessed the activities of the company's representatives responsible for the implementation of the national project on the ground. Aimanbetov said that he would not allow the transformation of regional representatives into extras and information gatherers. In the event of difficulties at the construction sites of future schools, regional representatives should themselves apply to local executive bodies (LEB) to promptly resolve the issue at the local level.

“You represent our company in the regions. Supervise the work, regularly visit the sites, talk with general contractors and local authorities, take responsibility for making decisions. You are experienced professionals and builders. Stop looking at the center and waiting for help, be more independent,” Aimanbetov said.

The head of SK Constuction instructed to draw up a schedule of site visits. Design organizations should deploy competent and experienced staff, including chief project engineers, to the field. In remote settlements, it is also planned to have a competent local specialist locally, who will carefully control all processes at the site. Earlier, Aimanbetov has repeatedly stated that he will not allow “cabinet” design.

During the meeting, the Chairman of the Board not only discussed the nuances of the work, but also gave a number of important instructions with a reserve for the future. For example, when designing schools, emphasize the use of locally produced materials. For schools where contractors have not yet been identified, Aimanbetov instructed, together with local authorities, to begin preparing land plots for construction, without waiting for the results of the competition. “This will save time,” said the head of SK Constuction.

At the end of the meeting, Aimanbetov once again reminded of the great responsibility to the citizens of the country, and, first of all, to children and their parents. The goal of the Comfortable School national project is not only to solve the problem of emergency schools and the shortage of student places, but also to set new standards of education, where every young Kazakhstani can receive a quality secondary education in comfortable conditions.
