On August 16, 2023, a press briefing was held with the participation of the Chairman of the Board of JSC "Samruk-Kazyna Construction" Maulen Aimanbetov, dedicated to the implementation of the national project "Comfortable School". During the briefing, new approaches to the formation of a modern learning space were presented, as well as a report on the preparatory work and the results of competitive procedures.

The national project "Comfortable School" is aimed at a comprehensive solution to the problem of shortage of schools and lack of student places. In 2023-2025, 369 modern schools of a new format will be built in the republic, in which there will be about 738 thousand student places, taking into account all the needs of modern schoolchildren. The first stage of the project - the construction of 217 schools - will begin this year, at the second stage - in 2024-2025 - they plan to build the remaining 152 educational institutions. Of the 217 schools, the construction of which will begin this year, 208 will be built by order of Samruk-Kazyna Construction JSC, the remaining 9 schools will be put into operation in the cities of Almaty and Astana through public-private partnership mechanisms and the acquisition of a finished facility.

Schools will be equipped with advanced STEM labs, robotics rooms, choreographic halls, recreation and networking areas. An interactive whiteboard and computers will be installed in each classroom. The barrier-free environment for special children will include ramps, elevators, special restrooms and an inclusive education room. There will be a drinking fountain on each floor, and students will have their own storage lockers. The area of ​​comfortable schools will be 15-20% larger than the size of ordinary general education schools, as well as technical equipment, which will increase by 4 times.

As part of the first stage of the implementation of the national project, Samruk-Kazyna Construction JSC concluded 167 contracts with contractors for the design, construction and equipping of schools with modern technical equipment. The results of competitive procedures in 195 schools were made public. A re-tender will be announced for 9 schools, and contractors for 4 schools will be identified by signing a contract from one source.

The project meets all the needs for innovative and quality education, which will provide urban and rural students with equal conditions. The initiative will create new jobs for teachers and other professionals in the field of education and construction, contributing to the development of labor potential for generations to come. About 50,000 temporary jobs (during the construction period) and 40,000 permanent jobs (after the schools are put into operation) will be created. Particular attention is paid to the quality of design. Space-planning solutions, design of a technical underground (basement), roofs, the presence or absence of a technical floor - all these issues are carefully discussed and considered to ensure maximum comfort, safety of children and the quality of secondary education facilities built as part of a pilot national project.

“We are implementing the project in accordance with the latest accepted construction deadlines. Now preparatory work is underway at construction sites: installation of fences and video surveillance cameras, removal of existing networks, leveling, driving test piles. In parallel, 31 standard and 6 individual design estimates are being developed for three seismic and two climatic zones. We are making every effort in our power to ensure that construction work enters the active stage as soon as possible. In each individual case, we conduct a thorough analysis of the situation. It is extremely important for us that all procedures of the national project are as transparent as possible, and end users are involved in them, since the safety and comfort of children is our absolute priority,” said Maulen Aimanbetov, Chairman of the Board of Samruk-Kazyna Construction JSC.

During the implementation of the national project, special attention will be paid to high-quality materials, reliable infrastructure, a modern monitoring system and the safety of the school grounds. This will provide parents with the confidence that their children are in a safe and secure educational environment, where video surveillance and entry control systems will work.

One of the most important priorities of the national project "Comfortable School" is to support domestic producers of goods and services. For an objective understanding of the needs of schools, regional expert groups will be formed, which will include representatives of regional akimats, teachers and school directors.

For the first time, we are introducing new approaches to project management, construction progress and quality control.
