The Research Institute "Almatygenplan" discussed problematic issues of implementation of the national project "Comfortable School"
September 19 LLP "Research Institute Almatygenplan" held a working meeting with the participation of the head of JSC "Samruk-Kazyna Construction", Deputy General Director Rustem Kozhagulov, heads of departments of the Almaty Akimat, JSC "Kazakhtelecom", as well as representatives of contractors.
During the meeting the issues on 13 problematic sites, which require immediate solution, were discussed in detail.
"The main cause of problems on the plots allocated for comfortable schools in Almaty is the non-observance of the red line and frequent changes in the detailed planning plan. Another reason is the chaotic construction of apartment blocks. However, every neighbourhood should have social facilities such as parks for walking, hospitals, kindergartens and schools. Now there is an acute shortage of them. Such a problem is also in the densely populated Shugyla neighbourhood. There is a free territory of 16 hectares, and a road construction is planned along the diagonal of this territory. We propose to the Research Institute "Almatygenplan" to design this road on the right side of the site and build a hospital, a sports and recreation centre and a comfortable school there, as the plots allocated for their construction in other places are limited in area. It is necessary! We are ready to consider this issue at the level of the Government and obtain a resolution. However, in order not to waste time and not to slow down the construction, it is necessary to develop a temporary project", - said the Chairman of the Board of "Samruk-Kazyna Construction".
According to Maulen Aimanbetov, the issue with the owner of the land plot on the construction site of the comfort school south of the Kuldzhinskiy Tract has not been resolved. Because of this, the contractor cannot start preparations for the construction of the educational institution. The owner even called law enforcement agencies to kick the builders out of the site. Similar and other serious problems exist at the sites of construction of comfortable schools in "Kuramys", "Samgau" and other neighbourhoods. They were openly raised at the meeting.
The Department of Land Relations of the southern capital should ensure the withdrawal of land plots for the construction of road and passages to the territory of future comfortable schools, while the Mobility Department of Almaty city should start their design and construction.
Aimanbetov instructed BI Urban Construction LLP Project Director Aimanbetov to provide a schedule of works for the construction of a comfortable school for 2000 seats in the microdistrict "Karasu" of Alatau district with a completion date not later than 20 July 2024.
Director of the Directorate for design and construction of schools Bazis Construction LLP was instructed to begin the design and construction of a cable line of permanent power supply from the point of permanent connection to ensure uninterrupted power supply during the construction of a school for 1500 pupils in the neighbourhood "Akbulak".
The Construction Department of Almaty city should take measures to complete the construction of supplying engineering networks to the comfortable school for 1500 seats in "Kurakamys" microdistrict by April 2024.
Head of Samruk-Kazyna Construction noted that all these problems will be raised at a personal meeting with Akim of Almaty Yerbolat Dosayev, scheduled for Thursday, 21 September. Timely delivery of educational institutions is the most important priority of the National Project.
