Every day is important: Maulen Aimanbetov reprimands irresponsible contractors of comfortable schools
Incorrect configuration of land plots, lack of territory, connection of engineering communications and provision of facilities with roads on four sides. These and other problematic issues related to the construction of comfortable schools are raised day after day. But due to the weak pace of contractors, uncontrolled by regional representatives, bureaucratic procedures, they are not solved quickly.
The Chairman of the Board visited dozens of construction sites of comfortable schools in regions and cities for a fortnight to familiarise himself with the current situation. During the working trip Maulen Aimanbetov held meetings with local executive bodies and set tasks for contractors and regional representatives. The head of Samruk-Kazyna Construction personally inspected the fulfilment of the assignments.
On 2 October, Maulen Aimanbetov checked the work on the sites of educational institutions in Almaty, Almaty region and Shymkent in the format of ZOOM meeting. To see the process of construction of each comfortable school in real time allows video surveillance cameras, which should be installed at five points of the sites to provide a complete picture 24/7.
The regional meetings continued today. In the morning the Chairman of the Board reviewed the problems of all comfortable schools in Karaganda, Abay and East Kazakhstan regions. After lunch detailed issues of future educational institutions of three more regions: Turkestan, Zhambyl and Kyzylorda regions.
Assessment "unsatisfactory" was received by contractors of Abay region. LLP "Kurylys" and LLP "SRB - L" won the open tender for the construction of comfortable schools for 300 and 600 places respectively. However, the companies are in no hurry to carry out according to the schedule. The heads of contracting organisations did not take part in the meeting to discuss the current situation at all.
Firm Asia LLP, which should build 3 schools for 300 places in East-Kazakhstan oblast, also irresponsibly approached to the project implementation. Chairman of the Board Maulen Aimanbetov harshly criticised the work, or rather its absence. For 3 months the process of preparation for construction on land plots has not moved practically from a dead point.
The conversation with negligent contractors is short. The head of Samruk-Kazyna Construction instructed to terminate the contract with unreliable companies that are negligent to an important task. Implementation of the national project, aimed at solving the issues of shortage of pupil places and elimination of emergency schools, three-shift education, should not be delayed - every day is important, said Maulen Aimanbetov.
Problematic issues on comfortable schools have arisen in Ust-Kamenogorsk. The site of the school for 600 seats is on a sloping ground. The territory is planned to be put in order by blasting, the process is expensive and long. The Chairman of the Board believes that the right solution is to replace the land plot. To discuss this issue tomorrow, 4 October, Maulen Aimanbetov will go to Ust-Kamenogorsk city.
Comfortable schools in Turkestan, Kyzylorda and Zhambyl oblasts need to be addressed urgently. The problems need to be addressed with local executive bodies, as well as design organisations and contractors. To fully work out tomorrow in the regions with a working trip will go to the director of the administrative and financial department for the implementation of the national project Yerbol Akhmetov, head of the Department of Design and Construction Abdukerim Arshamov, project manager of the design department Berikbol Baymanov.
