The town of Shemonaikha, East Kazakhstan Oblast, is located 117 km from the regional centre. Here, within the framework of the national project, construction of an educational institution for 300 pupils in one shift is planned. For Firm Asia LLP it is the third comfortable school. The contracting organisation won the tender for the construction of secondary schools in the villages of Opytnoe Pole, Belousovka and Shemonaikha. The performance of the last two construction sites is very poor. Yesterday, during a tour, Chairman of the Board Maulen Aimanbetov severely criticised the company and gave a week's deadline for correction. Today the story repeated itself. Exactly 7 days to organise two-shift work, mobilise equipment and catch up the pace. There was a question on the land plot and access roads. Local executive bodies envisaged construction of roads on three sides of the object, as there is not enough space on the fourth side. The head of Samruk-Kazyna Construction did not accept the proposal, although the road is one-sided, but it should be mandatory.
AN Groups LLP should speed up preparations for construction. The contracting organisation is working on the excavation of the site of a comfortable 600-seat school in Ridder. There were heavy precipitations in the city, which made the ground overwatered, and it was decided to replace it with sand and gravel mixture for compaction. The issues of water supply, sewerage system and electricity were removed from the agenda. Having discussed the implementation of the national project with local executive bodies, Maulen Aimanbetov noted that Ridder needs another comfortable school. Construction of a modern educational institution will be considered next year.
At noon the Chairman of the Board returned to Ust-Kamenogorsk, where the working group on the problem of the land plot of comfortable school in the 19th micro-district of the regional centre met. Let us remind that the allocated territory of the school is located in the mountainous area, the difference is up to 30 metres. Local executive bodies, architects together with representatives of Samruk-Kazyna Construction have put an end to this issue. The land plot was selected on one level, for this purpose it is planned to withdraw the neighbouring territory. The city akimat also undertook to make retaining walls for safety purposes and ditches for drainage of storm and mountain waters.
We also found a way out on the territory of a comfortable school in the village of Opytnoye Pole. The land plot allocated for construction had 4 different levels. Maulen Aimanbetov noted that it is absolutely impossible to build an educational institution in such an area. It was decided to move the territory, for this purpose it is necessary to withdraw the land belonging to the Ministry of Agriculture. The head of Samruk-Kazyna Construction will hold negotiations with the leadership of the ministry upon his arrival in the capital.
During the working trip to East Kazakhstan region Chairman of the Board visited 7 plots of comfortable schools. Educational institutions are planned to be put into operation in the next academic year. In total, 10 modern general education facilities of new format will be built in the region during the years of implementation of the national project.
