Проблемы сферы гражданского строительства обсудили в Кызылординской области. Там прошло республиканское совещание с участием вице-министра промышленности и строительства РК Тимура Карагойшина, главы региона Нурлыбека Налибаева, заместителей акимов областей и руководителей управлений строительства.

Problems of civil construction sphere were discussed in Kyzylorda region. There was held a national meeting with the participation of Vice-Minister of Industry and Construction of the RK Timur Karagoyshin, the head of the region Nurlybek Nalibayev, deputy akims of regions and heads of construction departments.

Chairman of the Board of Samruk-Kazyna Construction JSC Maulen Aimanbetov as the head of the company responsible for the construction of 369 schools also took part in the meeting.

First of all, the issues of automation of all construction processes, as well as complete abandonment of paper document flow were considered. It is planned that from the beginning of 2024 the construction sphere will be completely digitalised. The electronic system "e-qurylys" will help in this.

In his speech, Maulen Aimanbetov noted that digitalisation and complete rejection of paper is an important step necessary for the development of the construction industry. For example, a unified electronic cross-platform is being developed to ensure transparency and optimise all processes of the national project "Comfortable School". It is intended to be integrated with "e-qurylys" in the near future.

"On our cross-platform, contractors will report weekly on construction progress electronically. In this way, control will be exercised in parallel on several levels. It will be possible to monitor the construction process of schools. In case the contractor is not on time or lags behind on some types of work, it will be displayed in the system", - informed the head of JSC "Samruk-Kazyna Construction" - the single operator of the national project.

He added that the development of PSD and passing the state expert examination lasts longer than planned. The reason for this is artificial overestimation of construction costs by design companies, as well as the estimated cost of goods and services in the design of educational institutions.

"Now, under our leadership, the DCP of comfortable schools is being revised, optimisation is being carried out. We bring everything in line with the marginal prices. We will not allow unreasonable increase in price! We plan to re-upload optimised standard and individual designs for comfortable schools to the Gosexpertiza portal from December 1," Aimanbetov said.

The national project budget is 2.3 trillion KZT for 369 schools. The head of Samruk-Kazyna Construction emphasised that design organisations must meet the allocated funds, as unreasonably inflated volumes and costs will not be accepted during construction and installation works.

"The construction of a 2 or 3-storey building is not technically difficult, but only if the design and estimate documentation is well developed. And if the design and estimate documentation is developed poorly, then we have to make adjustments during the construction process, which will lead to loss of precious time. We will not allow this, the schools will be built strictly according to the design and construction plans and within the established prices, without making any changes," - said the speaker.

In this direction, active work is being carried out with Atameken. As a result of joint discussions, it was decided that after passing the State Expertise, Samruk-Kazyna Construction will provide the Chamber of Entrepreneurs with information on the need for materials, furniture and equipment for the construction and equipping of comfortable schools. In response, NPP "Atameken" will send recommendations on domestic manufacturers that produce quality products and have production volumes sufficient to cover the needs of the National Project.
