Zhetysu region: what is the situation with the construction of comfortable schools?

On February 14, Taldykorgan hosted a meeting on the implementation of the national project "Comfortable School" in Zhetisu region. In the region it is planned to build 7 schools, 2 of which will be put into operation this year, the remaining 5 objects - in 2025.
The meeting was attended by deputy head of Samruk-Kazyna Construction on the implementation of the national project Amangeldy Sattarov, First Deputy Akim of the region Alibek Zhakanbaev, heads of departments and representatives of contractors BiGlobal LLP and VentKarkaraServis LLP.
They discussed the progress of construction of a school for 1200 seats in the city of Zharkent. Sattarov reported that the contractor "BiGlobal" LLP works qualitatively according to the approved schedule, advance funds for 2024 have been paid, there are no delays. For the connection of external engineering networks, a design and construction plan has been developed, which will receive the conclusion of the state expert examination in February.
The authorities of Zhetisu region decided to take advantage of the opportunity to identify contractors bringing engineering networks to comfortable schools from a single source. Thus, the regional authorities plan to provide all 7 sites with IKI in advance. Recall, according to the amendments to the law "On Education" the law on public procurement does not apply to the national project. Akim of the region, city of republican significance, capital can determine suppliers of works, services, conclude civil law contracts with them and register them in the treasury bodies.
The second comfortable school is located in Dostyk village of Alakol district. Here there are questions about the building foundation. It should not be lower than the reference mark to avoid flooding of the school basement in the future. The regional Department of Architecture and Urban Planning has been instructed to provide all calculations to take them into account during construction.
There is also a question about a comfortable school for 600 children, the construction of which is planned in the town of Ushtobe. The object will be commissioned in 2025. The land plot has been granted, but there is an old school building on the territory, where children are studying. As a result, it was decided to start dismantling and demolishing the building after the end of the school year. To date, a draft decree on the transfer of the land plot to the balance of Samruk-Kazyna Construction is being prepared. According to Sattarov, the company can demolish the object at its own expense with subsequent reimbursement of costs from the MIO.
As a result of the meeting, district akims were instructed to identify contractors to improve the territory around schools, namely the construction of access roads, installation of crosswalks, lighting, etc. In general, there is full understanding on the part of Akimat of Zhetisu region, all arisen problematic issues are solved in working order.
