Fraudsters have started to operate around the national project "Comfortable School". They represent themselves as employees of Samruk-Kazyna Construction and offer intermediary services to construction companies, allegedly for a fee it is possible to directly conclude a contract with Samruk-Kazyna Construction for the construction of schools of the second stage, bypassing all competitive procedures. Such facts have already been revealed and suppressed.

I urge you not to believe such proposals! As Chairman of the Board of "Samruk-Kazyna Construction" Joint Stock Company, I officially refute this information and warn you that these are fraudsters!

All contractors of the pilot national project "Comfortable School" are determined by an open tender, which is held on the electronic web portal. Any construction company can participate in the tender procedures. For example, the results of the first stage of competitive procedures to determine the contractors of 181 schools received 273 complaints from construction companies, but only 3% of them were confirmed. The reason is that the bidders did not submit the relevant documentation in full.

We will soon start accepting applications for the second phase of the national project. We will inform you about it additionally. Therefore, I urge you to believe only verified information posted on our official website and pages in social networks!

Also in social networks unknown sources spread provocative videos and other materials concerning our company and its management. None of them corresponds to reality and is a sign of an information attack aimed at damaging the reputation of the Company and its executives.

I would like to note that for dissemination of materials defaming honor and dignity, criminal liability is provided under Article 274 of the Criminal Code of the Republic of Kazakhstan.

Samruk-Kazyna Construction is open for dialog. We are ready to answer all questions within the framework of the national project "Comfortable School". To ensure openness, honesty and transparency of our work, as well as to prevent corruption, we try to make maximum use of the opportunities of digitalization and new technologies.

By the way, the national project "Comfortable School" is being implemented for the first time on the basis of EPC contracts. This practice is widely spread abroad and allows implementing large projects in a short period of time. After all, within the framework of the EPC, design, construction and equipment works are carried out step by step, which significantly reduces the construction time. That is why the project is a "pilot" one. We are testing a new construction methodology. After the national project is completed, we plan to initiate amendments to the relevant laws and regulations to introduce this practice nationwide in the future.
Extensive and systematic work is underway to transfer all documentation into the E-Qurylys information system integrated with our BITRIX electronic platform. We are also planning to integrate the platform with the "1C-accounting" system. This means that in the absence of any document on the portal, it will not be possible to make a payment.
The process of integration with the electronic register of Atameken, where there is information about all holders of ST-KZ certificate and industrial certificates, is underway. This will ensure the purchase of materials and goods from Kazakhstani manufacturers who have the relevant supporting documents.

We faced a lot of difficulties and problems, as we are the first in the domestic construction industry to implement this digital system. But, as the saying goes, "the eyes are afraid, but the hands do the work". Transition to the new system is necessary. After all, all executive and financial documentation and reports will be uploaded to this platform, all processes will be automated, and the human factor will be eliminated. Supervisory authorities will be able to log in and check the necessary documents at any time.
This, above all, prevents corruption. Our main goal is to commission high-quality modern schools with all amenities for the joy of the future generation. Moreover, the pilot national project "Comfortable School" will give a powerful impetus to the development of Kazakhstan's construction industry.
All industry projects, initiatives and programs should be implemented, first of all, for the benefit of the people. The ultimate consumer of any housing, school, kindergarten, polyclinic is the population. Kazakhstani people deserve to educate their children in modern schools. That is why Samruk-Kazyna Construction does everything possible to provide our citizens with quality educational infrastructure.
By September 1 of this year we plan to put into operation 98 comfortable schools. In general, 208 schools will open their doors by the end of the year. This will make it possible to eliminate 43 three-shift and 6 emergency schools across the country. To achieve these goals, our experienced specialists are working hard day and night.

However, the above-mentioned provocative actions of persons pursuing personal gain hinder the successful implementation of the national project. Therefore, I urge you not to become a victim of misinformation!
