Samruk-Kazyna Construction JSC saved about 70 billion tenge during the development of the design and interior design of comfortable schools

First Deputy Chairman of the Board of JSC “Samruk-Kazyna Construction” commented on the results of the audit of the Supreme Audit Chamber. Gabit Malgazdarov explained that 499.9 billion tenge allocated in 2023 has been utilized to date in full. Moreover, the funds were carried over to 2024. The whole amount was directed to design and start construction of 208 schools. But there are no finances to continue the work. The planned 813 billion tenge for the current year has not been received yet.
Speaking about designing, the process has been delayed due to several factors. The first one is the changes made in the Resolution of the Government of RK in November last year. And the second is optimization of design and estimate documentation. The Directorate has conducted painstaking and large-scale work to reduce the estimated cost of 89 design and estimate documents below the USN (reinforced estimate standard) to the amount of 22.5 billion tenge. Having considered together with experts of RSE “Gosexpertiza”, it was possible to reduce costs by another 44.6 billion tenge from the declared and approved cost as a result of the received conclusions. The total savings amounted to 67.1 billion tenge.
More than 1.5 billion tenge was saved on the design of comfortable schools. It was possible to achieve this thanks to a single directorate. After all, drawing up an interior “plan” for 7 schools is much cheaper than developing a design for 208 educational institutions, said Gabit Malgazdarov.
Participants of live broadcast also stopped questions of share of Kazakhstan content in construction and equipment of objects. The indicator varies from 69 to 80 percent. In particular, furniture for comfortable schools will be purchased exclusively from domestic manufacturers. Imports will not be allowed. The information system “E-Qurylys”, to which the entire document flow of the national project has been transferred, will not allow this. On the platform contracting organizations are obliged to indicate each purchased product and its manufacturer.
