Today’s workday at Samruk-Kazyna Construction started at 7:00 AM with discussions regarding the operations of the E-Qurylys information system. The expanded meeting included division heads, regional representatives, the central office, and experts in author and technical supervision.
The chairman of the board, Maulen Aimanbetov, harshly criticized the performance of contractors and regional representatives in E-Qurylys. Specialists are showing negligence in the timely uploading of the required documents for 109 projects, for which design and estimate documentation is ready. Among these, only two projects, located in Koshmambet (Almaty region) and Ushtobe (Karaganda region), have the corresponding documentation uploaded and payments are being processed through the platform.
Daily analytical charts display the presence of work journals, AVRs, technical conclusions, author and technical supervision reports, and other documents. According to the chart, there are contractors who haven’t uploaded a single file for up to three months.
"The reluctance to maintain electronic documentation within the national project, while ensuring transparency of fund movements for authorized bodies, I personally recognize as a deliberately orchestrated sabotage. The goals and pathways of the national project’s funds must be fully transparent, accessible, and understandable. It is absolutely unacceptable to hinder any work, considering the strict deadlines allocated for the project’s implementation," said the chairman of the board.
Maulen Aimanbetov gave regional representatives a week to streamline their work in E-Qurylys. He instructed them in an orderly manner to appoint those responsible for maintaining documentation on the platform, define their areas of responsibility, approve the order of structural work in each division, and urgently announce a competition to recruit the missing personnel.
Additionally, relevant departments must provide an up-to-date report on the progress of work at 83 sites, which are on schedule, and a report on accelerating the construction of 31 schools that are behind schedule by the end of this week.
The meeting also raised the issue of preparing escrow accounts for June, July, and August. On this matter, the first head of the chairman, Bolat Mukyshev, reported, confirming that a consolidated report on the amounts in the escrow accounts would be ready soon.
The issue of urgently transitioning to a round-the-clock work schedule remains open. Regional representatives are instructed to promptly arrange work in E-Qurylys and, if necessary, directly monitor the process at contractors' offices. In case of non-compliance with the instructions, measures will be taken against those responsible, ranging from reprimands to dismissal under the article.
It is worth noting that on May 13, 2024, the first electronic act of completed work was signed in the E-Qurylys information system, integrated with the cross-platform Bitrix. Thus, all documentation related to the construction of comfortable schools has been translated into electronic format. Deviations from the project and acceptance of unfinished work are not allowed. Acts are automatically generated based on filled work production journals, hidden work acts, photos, and other important documents recorded in the system. This minimizes the risks of corruption, "informal relationships," and ensures transparency in construction management.
