Comfort schools: domestic content from A to Z
On the site of RPP "Atameken" in Almaty, a meeting of representatives of Samruk-Kazyna Construction JSC with domestic commodity producers was held. As it was informed earlier, furniture products for comfortable schools will be purchased exclusively from Kazakhstani business. At the moment the work on conclusion of contracts for production of desks, chairs and cabinets is underway. Actual questions concerning participation of businessmen in the national project were discussed at the meeting.
The national project "Comfortable School" is aimed at solving the issues of emergency schools and three-shift education. Most of all educational institutions are being built in the regions where there is an acute shortage. For example, for the period of 2023-2025 in Almaty city it is planned to build 22 comfortable schools. In Almaty region the number of modern educational institutions within the framework of the national project will amount to 53. Particular attention is paid to creating a comfortable, safe and barrier-free environment for children in the facilities, as well as loading domestic manufacturers of construction materials and furniture, without violating the conditions of a healthy competitive environment.
The Chamber "Atameken" updated the database of manufacturers of construction materials, furniture, equipment for equipping schools and formed the Register of domestic commodity producers. All of them have the opportunity to enter the electronic database and check their data at any time. The process of obtaining certificates of origin of goods has been fully automated. Since everything that will equip classrooms, laboratories and even corridors of comfortable schools should be of Kazakhstani content.
As Zhanna Murzakulova, Deputy Director of Atameken, Almaty, noted, Almaty business today produces everything necessary to provide schools with both necessary furniture and equipment. And the volume of orders allows companies to confidently expand production and bring their enterprises to a new level. However, the participants of the meeting express concern about the transparency of procurement. There are also risks of importing cheap, but perhaps not always high-quality, and most importantly imported goods by unscrupulous distributors.
Such risks were taken into account by the unified directorate of the national project. Therefore, the information system "E-Qurylys" is integrated with the database of the Chamber of Entrepreneurs "Atameken". When filling in the acts of completed works, contracting organizations are obliged to indicate each purchased product and its manufacturer. And if this entrepreneur is not included in the TNA register and he does not have an industrial certificate or "ST-KZ", the platform will not let him through. That is, the funds for the furniture will not be paid.
"We, as a directorate, pay great attention to the materials of domestic content in construction and machinery used in equipping schools. If it is furniture, it should be comfortable and functional. If it is interactive equipment, it should correspond to technology and be harmless to health. Our children will be learning in these schools. All interactive should be provided with programs, browsers and have unlimited access to them. That is, they should be manufactured with a "technology reserve". And most importantly, they should not harm the eyesight of students, you are responsible for this," emphasized Amangeldy Sattarov, Deputy Chairman of the Board of Samruk - Kazyna Construction JSC.
To quickly solve other urgent issues, representatives of "Samruk - Kazyna Construction" JSC proposed to hold a large meeting with the participation of contractors, NPP "Atameken" and domestic commodity producers.
