IMPLEMENTATION OF THE ‘COMFORTABLE SCHOOL’ PROJECT DISCUSSED IN THE TURKESTAN REGION
14 November in the Akimat of Turkestan region at a meeting chaired by the head of the region Darkhan Satybaldy discussed the implementation of the project ‘Comfortable School’.
First Deputy Chairman of the Board - member of the Board of Samruk-Kazyna Construction JSC Gabit Malgazdarov, Regional Head of the Department of National Project Implementation in Turkestan region Saken Ashirbayev and his deputy Asylan Otepbergenov reported on the progress of the project. Attention was paid to each issue, works on financing and increasing the pace of construction are underway. In addition, opinions of contractors were listened to.
Within the framework of the pilot national project ‘Comfortable School’, 29 schools are planned to be built in Turkestan Province. 139 billion tenge from the National Fund has been allocated for their construction, and the construction has already started. According to the plan proposed by JSC ‘Samruk-Kazyna Construction’, 15 schools should be delivered in 2024, and in 2025 - 14. It was emphasised that construction customers, contractors, local akimats and responsible departments should implement the project in a timely manner and work together.
‘Akimats of the region, districts and cities have provided infrastructure and land registration for the objects, we will fulfil our part. Samruk-Kazyna Construction JSC and contractors are directly responsible for construction. Today we have gathered not for mutual criticism, but to discuss ways to accelerate the work. Contractors and customers should also make proposals and make efforts to speed up the work. Akims of districts and cities should strictly control the construction of schools and their connection to the infrastructure,’ said Darkhan Satybaldy.
According to Abai Turkhanov, acting head of the Turkestan Oblast Construction Department, 4.8 billion tenge has been allocated from the oblast budget to bring engineering infrastructure to schools (gas, water, electricity and communications). Construction of access roads has been completed for 7 schools; asphalt will be laid for the remaining 22 schools after the completion of heavy machinery works. To date, one school has been completed in the region under the Comfortable School Project. Three schools, which are planned to be handed over in November, already have the main structures erected, roofs have been installed, 90% of finishing and landscaping works have been completed, and equipment installation has begun.
At the meeting, the contractors delaying the construction of schools were reprimanded and assigned appropriate responsibilities. Representatives of ‘Samruk-Kazyna Construction’ JSC were given proposals to address issues related to financing of construction and acceptance of facilities. Akims of districts and cities were also instructed to fulfil relevant responsibilities.
