Samruk-Kazyna Construction announced a tender for procurement of engineering services for technical supervision within the framework of the National Project "Comfortable School".

A total of 112 lots have been announced in 19 regions for schools with a capacity of 300, 600 and 900 pupils.

BRIEFLY ABOUT THE REQUIREMENTS...

A company providing engineering services for technical supervision within the framework of the national project "Comfortable School" must have:

• an accreditation certificate for the right to provide engineering services on technical supervision on the objects of the first and second level of responsibility;
• an accredited construction laboratory (in-house or outsourced);
• qualified specialists for each lot (it is prohibited to engage one specialist for different objects!);
• at least one engineer-geodetic surveyor;
• office (owned/leased).

Also, the company must not have litigation, tax and other debts. The organisation should not be subject to bankruptcy, liquidation and rehabilitation proceedings. It is obligatory to have experience in the field of engineering services of new facilities and reconstruction.

Also taken into account when selecting suppliers are:

• the amount of taxes paid over the last 5 years;
• the area of at least two social facilities and apartment complexes commissioned over the last 5 years.

Also, the organisation that won the tender undertakes to increase the salaries of experts of technical supervision of comfort schools. Their salary should be

• not less than 175 MRP or 603,750 tenge in the regions;
• not less than 235 MRP or 810,750 tenge in the capital and cities of republican significance.

This will make the process of obtaining opinions on the quality of construction and installation works more transparent and reduce corruption risks for the parties involved.

To ensure the quality of engineering services, the supplier must provide a bank guarantee in the amount of 3 per cent of the contract amount within 20 days after signing.

The construction of each comfort school will be supervised by 3 technical supervision experts:

• 1 expert on general construction standards;
• 1 expert on engineering networks;
• 1 expert on technological equipment.

They will provide a weekly report on the quality and timing of construction, which is necessarily uploaded to the electronic cross platform.
