Business interests are protected: furniture for comfortable schools will be purchased exclusively from domestic manufacturers
This was stated by First Deputy Chairman of the Board of Samruk-Kazyna Construction JSC Gabit Malgazdarov at a briefing on the implementation of the national project "Comfortable School".
"Furniture will be purchased exclusively from domestic manufacturers, which are included in the register of commodity producers of the Fund "Samruk-Kazyna" and the register of domestic manufacturers NPP "Atameken" and the mandatory requirement is the presence of the certificate "ST-KZ", which is an official confirmation of the status of TNA", - said the speaker in his report.
According to Malgazdarov, Samruk-Kazyna Construction, as a single operator of the national project, is committed to supporting Kazakhstani manufacturers. For example, contractors of comfortable schools were obliged to submit a monthly report on the indicators of the share of in-country value, that is, the use of materials and goods of Kazakhstani production.
"The media and social networks are spreading information that we are allegedly preventing this. I declare with all honesty that all this is speculation and rumours that do not correspond to reality. You all know very well that the national project "Comfortable School" is implemented at the expense of the national budget and the National Fund. Therefore, this money should work for the economy of the country," said the deputy chairman of Samruk-Kazyna Construction.
Also, the operator of the national project insists that the right to choose furniture should be with end users. Therefore, an algorithm is being developed, thanks to which the operators will be able to choose the most optimal variants of all types of school furniture. For each piece of furniture, a list of three options will be provided with codes indicating specific characteristics. It is important to note that these codes are not tied to specific manufacturers.
"The finished list will be submitted to Atameken for consideration to identify domestic manufacturers capable of producing furniture that meets the requirements of the National Project. As a result, the list will be sent to regional education departments, where the most optimal options will be selected from the proposed ones," Malgazdarov explained.
Earlier furniture manufacturers criticised Samruk-Kazyna Construction for the lack of technical specifications of furniture products. However, as it became known during the briefing, it is not possible to provide technical specifications without the conclusion of the state expertise. To date, design and estimate documentation of comfortable schools is gradually undergoing state expertise. Designs of 116 schools have already been uploaded to the web portal of RSE "Gosexpertiza".
According to Vice Minister of Education Edil Ospana, only by supporting local suppliers and co-operating with local entrepreneurs will the National Project contribute to the sustainable development of the regional economy, working for the benefit of our country.
"It is important that everyone understands that the main objectives of the National Project, first of all, are to ensure timely commissioning of schools in cities and prospective settlements, to create comfortable and safe conditions for students and teachers, to improve the quality of educational services," Ospan said.
Recall, the pilot national project "Comfortable School" is being implemented by direct order of the President of the country. Modern schools will be built and introduced, first of all, to replace emergency schools and schools where there is an acute shortage of pupil places. The construction of 208 comfortable schools is planned within the framework of the National Project in 2023-2024. Most of the schools are located in Astana, Almaty, Turkestan, Almaty, Mangistau and Kyzylorda regions.
