In order to participate in the pilot national project "Comfortable School", Kazakh enterprises must have a certificate "ST-KZ" and/or an industrial certificate, which confirm the status of a domestic manufacturer.

But this is not enough. Kazakhstani manufacturers of building materials, furniture, engineering and technological equipment also need to enter their products into the Architectural, Urban Planning and Construction Catalogue (AHCC), which is formed in KazNIISA JSC. This is a list of goods with price and codes, which are not tied to specific manufacturers. The ACCS directory itself is updated and supplemented on a monthly basis.

"Businesses need to submit all technical documentation with cost and codes to KazNIISA JSC to enter the goods into the database (ASSC directory - author's note). If the domestic manufacturer is not in the database, we will not be able to work with this enterprise, as the design plans for comfortable schools include materials, goods and equipment mainly from this list," explained Amangeldy Sattarov, Deputy Chairman of the Board for the national project and regional development of Samruk-Kazyna Construction JSC.

During the week, the possibilities of involving domestic producers in the national project were discussed on the platform of Atameken. A total of 5 meetings were held with the participation of representatives of the Ministry of Education and other responsible departments, the customer represented by JSC "Samruk-Kazyna Construction", the management of the Chamber of Entrepreneurs, RSE "Gosexpertiza", JSC "KazNIISA" and representatives of Kazakhstani business. In particular, these are manufacturers of construction materials, furniture, ventilation and heating equipment, lifts, lighting equipment, low-current systems, electronics and other goods necessary for construction and equipping of educational institutions.

During the meetings, the majority of domestic manufacturers stated that their products are not included in the ASGC database. For example, an Almaty-based company producing paint and varnish materials submitted 25 items for inclusion in the catalogue, but only 9 were included in the register. At all meetings, businessmen expressed such complaints.

According to the representative of KazNIISA JSC, each product is subject to price analysis before entering the register. Names that do not meet the requirements of pricing are not included in the catalogue. In this regard, deputy chairman of Samruk-Kazyna Constrcution Amangeldy Sattarov believes that NPP "Atameken" and its branches in the regions together with manufacturers and "KazNIISA" should deal with the situation in detail.

"We can't lead every businessman by the handle and lobby for someone's interests. This is the market, so business itself should be interested in participating in the national project. If you don't announce yourself, we won't know about you," said the deputy chairman of Samruk-Kazyna Construction at one of the meetings.

Last week, the Ministry of Education sent detailed technical specifications for furniture products to the National Chamber of Entrepreneurs. It is planned that the document will be considered in detail at a meeting with representatives of the Ministry of Education and the National Chamber of Entrepreneurs.

He reminded that materials, furniture, goods and equipment for comfortable schools will be purchased mainly from domestic manufacturers, which are included in the register of commodity producers of the Fund "Samruk-Kazyna" and the register of domestic manufacturers of SPE "Atameken". At the same time, the quality of products remains a priority. The length of the warranty period, which should be more than 3 years, as well as the possibility of service in the country, training of school staff and the presence of complaints, i.e. positive or negative comments on the operation are necessarily taken into account.

The National Chamber of Entrepreneurs has been given access to design and estimate documentation of comfortable schools, which are currently undergoing a comprehensive non-departmental expertise in RSE "Gosexpertiza". This will allow in the design process to exclude imported manufacturers from the design and replace them with Kazakhstani ones.

Therefore, the NPT asked business representatives to provide the regional chambers of entrepreneurs with complete information on production capacity and workload of enterprises in the near future, taking into account current orders. This will allow to understand whether Kazakhstani enterprises will be able to produce products in sufficient volumes for the national project and, if necessary, to distribute orders among several enterprises.

"Domestic producers must give reliable information. If you already now realise that you will not be able to cope with the volumes, give an answer in advance. To get into the KazNIISA base is in the interests of the business itself. But if there are difficulties, it is necessary to immediately report the problem to the Chamber of Entrepreneurs in your region," warned Murat Amrin, Deputy Chairman of the Board of Atameken.

It should be noted that the management of Samruk-Kazyna Construction, which is the operator of the national project "Comfortable School", has repeatedly declared support for domestic manufacturers. The large-scale pilot project in the field of education is implemented at the expense of the national budget and the National Fund. Therefore, the company believes that this money should work for the country's economy, providing orders, first of all, to Kazakhstani manufacturers.
