Comfortable Schools: Government Decree on the National Project amended
Amendments to the Government Decree on the implementation of the national project "Comfortable School" have been published. The document was signed by Prime Minister Alikhan Smailov on 31 October 2023.
Here are some important theses from the updated resolution:
1. To eliminate the deficit of pupil places in the country's schools by 2026 it is necessary to create at least 740 thousand (with double-shift education) new pupil places by building schools with comfortable conditions in cities and villages;
2. The total amount of funding for the national project is 2.38 trillion tenge, including by year:
- in 2023 - 499.9 billion tenge;
- in 2024 - 976.3 billion tenge;
- 909.4 billion tenge in 2025.
3. Furniture for comfortable schools should be purchased exclusively from manufacturers that are in the register of commodity producers of JSC "NWF "Samruk-Kazyna" and/or the register of domestic manufacturers of NPP "Atameken" (on the basis of the certificate "ST-KZ" and/or industrial certificate).
4. It is allowed to purchase furniture of foreign production only in case of absence on the market of these types of furniture produced by domestic manufacturers. However, it is necessary to confirm the absence of Kazakhstani-made furniture on the market. This requires a conclusion of the Ministry of Industry and Construction of the Republic of Kazakhstan;
5. Supporting domestic producers to the extent that it does not contradict international treaties;
6. In order to provide comfortable schools with Internet with speed not less than 100 Mbit/sec, Kazakhtelecom JSC provides technical conditions for connection or laying telecommunications cable on a free-of-charge basis.
