25 bids were conducted by open tender, another 97 through the request for quotations on reduction, 54 tenders were held from one source. Chairman of the Board Maulen Aimanbetov instructed to systematically reduce the last two indicators and give priority to open tender and e-store. For 12 months sk.store was used for 30 orders. It is also necessary to automate the procurement process, this will help to eliminate corruption risks.

The team achieved great success in public procurement under the national project "Comfortable School". For the first time, an EPC contract was introduced, according to which all processes are carried out simultaneously and saves time. Also, an electronic portal for public procurement was developed in the shortest possible time. Usually this process can last up to six months, while the specialists coped with the task in a month and a half. Thus, the department held 87 tenders for procurement of complex works for turnkey construction and design and engineering services for technical supervision:

  • 51 tenders for turnkey construction and design of 208 schools, 1,161 bids from 402 potential suppliers were considered;
  • 36 tenders for engineering services for technical supervision of 112 schools, 798 bids from 153 potential suppliers were considered.


As a result of the past tenders, more than two hundred appeals and complaints were received regarding the procurement of complex works for turnkey construction and design. Of these, the arguments were confirmed only in 3 appeals, which is 1.3% of the total number.

All in all, the tender procedures took less than two months, even taking into account the signing of contracts, which proves the team's readiness for such challenges.

In order to select experienced and financially sustainable construction companies, important qualification requirements for potential suppliers were established. For example, such an indicator as experience in construction, including the construction of social facilities over the last 10 years, was taken into account. Special attention was paid to the availability of qualified specialists, special equipment, absence of litigation and tax arrears.

In addition, provided conditional discounts of up to 10% for companies that are based in the region where the construction of educational facilities is planned.

It should be noted that the requirements for selection of potential suppliers were discussed with representatives of Atameken. Constructive proposals from business were introduced in the terms of competitive procedures.

The work on the direction of the national project is to be continued. This year it is necessary to conduct competitive procedures for the design and construction of 151 comfortable schools. The documentation for them should be studied in detail and checked for corruption risks.
