За год количество проблемных арендаторов снизилось с 971 до 355. Благодаря этому сумма просроченной задолженности арендаторов перед Samruk-Kazyna Construction стала меньше на 823 млн и составила 914 млн тенге. Об этом заявил директор департамента мониторинга арендных платежей Бейбіт Есім в ходе отчета перед Председателем Правления.

"For 2023, receivables have been reduced by 47%. More than 3.5 thousand notices were sent to tenants. 392 additional restructuring agreements and 15 mediation agreements were signed with problem tenants. An internal regulatory document has been developed to write off penalties and fines, subject to full early redemption of the premises", - reported the head of the Department.

According to its data, the number of active leases is 7,555 of which:

  • under the anti-crisis program - 886 tenants;
  • under the state program "Nurly Zher" - 6,554 tenants;
  • 115 tenants under the Housing and Utilities Trust Management Program.

In 2023, 709 tenants bought out their apartments ahead of schedule. Lease agreements were terminated with 171 tenants due to default, and data on 355 problem tenants were transferred to the Legal Support Department for debt collection and contract termination.

The system of accounting for lease payments has also been finalized, and tenants' personal accounts are working properly in the normal mode. The process of payment of lease payments was simplified. By direct order of the Chairman of the Management Board, an agreement was concluded with one of the most popular banks in the country. To date, payment acceptance is available through the mobile application Kaspi.kz. In less than two weeks, 611 payments amounting to more than 82 million tenge were received. Tenants thank Samruk-Kazyna Construction for the opportunity to make payments quickly and conveniently.

Having heard the report of DMAP, the head of Samruk-Kazyna Construction instructed to strengthen the work on reduction of accounts receivable, to timely respond to tenants' appeals and establish contact with them. It is also necessary to accelerate digitalization and automation of all processes.

In general, Maulen Aimanbetov was satisfied with the work done and thanked the director of the department and his team for high dedication. He told them to continue working hard for the benefit of the company's tenants.

Let us remind you that Samruk-Kazyna Construction was the operator of several state programs on construction of affordable housing. Under the Anti-crisis program the Company built more than 4.5 thousand apartments in the cities of Astana and Almaty. Under the program "Nurly Zher" in the direction "Rental housing with buyout" more than 10 thousand apartments were built in 12 regions of the country.

On February 11-12 Maulen Aimanbetov will get acquainted with the implementation of the national project "Comfortable School" in North-Kazakhstan and Akmola regions, as well as will hold a personal meeting with the akims of these regions, where he intends to discuss all the problematic issues and ways to solve them.

Before that the head of Samruk-Kazyna Construction held meetings with akims of Aktobe, Turkestan, Kostanay and Mangistau regions. Aimanbetov plans to hold similar meetings with the heads of 11 regions during the next week:

  • February 12 with akims of WKO and Ұlytau region;
  • February 13 with the heads of Pavlodar region and Abai region;
  • February 14 with the Akim of East-Kazakhstan region;
  • February 15 with the heads of Almaty city and Almaty region;
  • February 16 with akims of Zhambyl region and Shymkent city.
  • February 17-18 with akims of Atyrau and Kyzylorda oblasts.
