This week, like the previous one, promises to be busy for the Chairman of the Board of Samruk-Kazyna Construction. On Monday alone, Maulen Aimanbetov held a meeting with akimats of three regions: Akmola, Ұlytau and WKO, and in the evening left on a working trip to Pavlodar and Abay.

The meeting on the implementation of the national project "Comfortable School" in West Kazakhstan region was held in the akimat with the participation of the head of the region Nariman Turegaliev, Deputy Chairman of the Board for the implementation of the national project Amangeldy Sattarov, heads of consortia:

Special attention was paid to the construction of two comfortable schools for 1500 seats in the "Balausa" and "Derkul" neighborhoods of Uralsk. There are questions about the slowness of contractor organizations. Due to the changes made in the project, the design and construction documents of the facilities are undergoing the state expert examination again and will receive the conclusion in early March. However, as Turegaliyev and Aimanbetov noted, it is necessary to start work now, mobilize equipment and workers to keep up with the schedule of works. Contractor organizations are provided with advance funds, as well as there is a possibility to purchase construction materials and equipment through escrow accounts without freezing funds.

They also discussed the progress of construction of:

• 1 school for 600 places in Uralsk;
• 2 schools in Aksai city for 300, 900 places;
• 2 schools in Baiterek district for 600, 1200 seats;
• 1 school in Borilinsky district for 300 places;
• 1 school in Terektin rayon.

Akim of Eeast Kazakhstan and the head of Samruk-Kazyna Construction jointly instructed all contractors, especially the four most behind schedule companies, to increase the number of equipment and workers, work harder and at a high pace to deliver the maximum number of schools by the beginning of the school year. In WKO, out of 9 schools planned under the National Project, 6 educational facilities should be ready by September 1:

• 1 school in the city of Aksai;
• 1 school in Uralsk city;
• 1 school each in Pugachevo, Trekino, Dostyk and Podstepnoye villages.

Eeast Kazakhstan Akim Nariman Turegaliev promised to make a detour to all construction sites in a week and check the pace of work.

"I propose to unilaterally terminate the contract with the most sluggish contractors for failure to fulfill their obligations, and to hand over the construction of schools to the company that won second place in the bidding procedures," Aimanbetov said.

As for the appearance of schools, Samruk-Kazyna Construction deputy head Amangeldy Sattarov explained that the facades of all comfortable schools should be made of linear panels. In Aktobe, a plant for the production of this material is successfully operating. Its capacity is enough to provide all comfortable schools in Eeast Kazakhstan and Aktobe oblast with linear panels.

Aimanbetov reminded the WKO Akimat about the amendments to the Law "On Education", according to which procurement for the design and construction of external engineering networks to schools under the national project "Comfortable School" can be conducted from a single source. That is, the law on public procurement does not apply to the national project. Akim of oblast, city of republican significance, capital determines suppliers of works, services, concludes civil law contracts with them and registers them in the treasury bodies.

As a result of the meeting Nariman Turegaliev made sure that all issues, including design issues, have been solved from the side of the customer represented by Samruk-Kazyna Construction, financing has been allocated, amendments to the relevant laws and regulations have been made. It remains to start works, to increase their pace and to complete the project with dignity. Chairman of the Board thanked Akim of the region for assistance in solving problematic issues and urged to continue joint fruitful work.

Recall, the Chairman of the Board Maulen Aimanbetov went to Pavlodar region by car, and then will go to Semey - the regional center of Abay region to familiarize himself with the implementation of the national project in these regions.
