On March 11, the head of Samruk-Kazyna Construction Maulen Aimanbetov held a meeting with the staff of Division 4 on the implementation of the national project "Comfortable School".

He heard reports of regional representatives of the company and the head of the division, who was on a working trip to the regions all last week.

Division 4, headed by Deputy Chairman of the Board for implementation of the national project Amangeldy Sattarov, includes 113 comfortable schools being built in Astana city, Mangistau, Atyrau, Aktobe, West Kazakhstan and Kyzylorda regions.

Of the 98 schools scheduled for completion by September 1, 2024, 42 are being built in these regions. This is slightly less than half, so Division 4 needs to work harder. Nevertheless, there are several unresolved issues. It is necessary to determine and approve the exact list of schools to be commissioned before the beginning of the school year.

Following the results of the meeting, the Chairman of the Board gave a number of specific instructions:

  • to regional representatives of Division 4 to fully immerse themselves in the project, to systematically visit school construction sites;
  • to quickly and efficiently resolve all problematic issues on the ground;
  • to control the work of design organizations in consortiums manually;
  • by May 15, the design and construction plans of all comfortable schools of the first stage should receive a positive conclusion from the state expert appraisal;
  • revise and approve master plans of all educational institutions;
  • provide for the installation of "anti-vandal" fences;
  • Conduct explanatory work with contractors on uploading all necessary documentation and reports into the online cross-platform;
  • conduct a full and in-depth risk analysis and make proposals for risk prevention.

At the end of the meeting, Maulen Aimanbetov reminded that the performance of each of the four divisions will be evaluated according to certain criteria in order to increase the competitive spirit. If a division fulfills key indicators of KPIs, successfully solving all set tasks, it will receive material and other types of incentives and rewards.

It should be noted that all comfort schools were divided into 4 divisions by regions. Each division is assigned a responsible manager. According to the Chairman of the Board, this implies the rejection of unnecessary bureaucracy and equal distribution of responsibilities.
