A meeting was held at Samruk-Kazyna Construction to address the acceleration of school construction projects that are behind schedule. To expedite progress, responsible instructors have been appointed to each project.

As part of the national project, 369 schools are under construction, with 98 scheduled to be completed by September 1 of this year, and 110 by the end of December. Of the first group, 15 projects are behind schedule, and 31 from the second group. These delayed projects are located in Astana and Almaty, as well as in the Abay, Almaty, Akmola, Aktobe, Atyrau, West Kazakhstan, Kostanay, Kyzylorda, Pavlodar, and North Kazakhstan regions. The primary objective of the meeting was to accelerate the construction of these schools and ensure they are completed on time.

To expedite construction, experienced instructors have been assigned to 37 objects. For the remaining 9 schools, regional leaders have been temporarily appointed until qualified candidates can be found. This underscores the acute shortage of professional personnel in the country's construction sector. The main task of the newly appointed instructors is to assist the consortium leaders in meeting the construction deadlines.

The instructors were provided with detailed guidelines, emphasizing the need to promptly resolve all issues and eliminate bureaucracy and red tape. To facilitate this, the Chairman of the Board, his deputies, department heads involved in construction and financial matters, and the newly appointed instructors have been included in a shared web chat, enabling swift problem resolution. The Chairman assured that he would personally oversee the execution of directives and actively participate in addressing issues arising from interactions with local authorities, state bodies, state expertise agencies, contractors, and other involved organizations.

According to the guidelines, specialists are required to catch up with the schedule within the next 2–3 weeks. They must create weekly and monthly work schedules and report on the daily volume of work completed.

The specialists were instructed to urgently organize a flow method of construction work across all blocks of each project. Consequently, the number of workers will be increased to 2 or 3 shifts. To ensure that night work complies with safety standards, lighting poles will be installed, and safety measures at the sites will be enhanced. The entire perimeter of each object will be strictly monitored for compliance with occupational safety, provision of designated eating areas for workers, and necessary equipment. A key focus will be on ensuring timely and full payment of workers' wages.

Additionally, each site will maintain at least a week's, preferably a month's, supply of construction materials and necessary equipment. Instructors will oversee issues such as proper disposal of construction waste, cleanliness of equipment when moving within urban areas, and adherence to environmental and sanitary standards.

Instructors will also ensure that project documentation is uploaded to the e-qurylys platform after preliminary verification. Any project-related issues will be resolved collaboratively with representatives of author supervision.

"We must continuously address emerging issues during construction, eliminating bureaucracy, paperwork, and negligent attitudes from the outset. Starting with myself and including my deputies, we are transitioning to a 'hands-on' approach, regularly visiting construction sites. You are the specialists ensuring continuous communication between the central office and on-site organizations. The central office is prepared to offer you all necessary support and assistance. Only through combined efforts we will be able to achieve our goals on time," said the Chairman of the Board, concluding the meeting.
