Chairman of the Board of Samruk-Kazyna Construction JSC Maulen Aimanbetov held a number of official meetings with a group of contractors who won the open tender procedures for the right to participate in the implementation of the pilot national project "Comfortable School". Such meetings with representatives of construction companies will be held monthly, as quality control is a priority of the national project.

During the discussion with Bazis Construction Director Alexander Belovich, the issues of removal of networks from the sites, demolition of old buildings and green spaces, the pace of mobilisation of construction equipment and others were discussed in detail. The company won the open tender for construction of 15 comfortable schools in Almaty, Astana, Aktobe and Turkestan regions.

At the meeting with Zhalgas Myrzagaliev, director of "Caspiy Kurylys LTD" company, which is involved in the construction of 8 schools in Atyrau region, tasks were set to install information banners on fences, provide drawings on piles, as well as to obtain the results of geological surveys in some areas. The contractor undertook obligations to fully complete preparation of all 8 sites and mobilise construction equipment, complete construction master plans of all schools and start preparation for excavation works by 4 September. If these instructions are not fulfilled in time, Samruk-Kazyna Construction will take measures to terminate the contract, as according to the plan in mid-September the design and estimate documentation of all 8 schools being built by this company should go to the state expertise.

It is necessary to discuss all problematic issues personally with the first heads of contracting organisations in order to solve them quickly and effectively and to be aware of the real picture of what is happening. Only by uniting, we will be able to successfully implement this important and large-scale national project. It is important to use financial and material resources rationally and responsibly, so that each spent tenge would bring the most positive result for our education system and the future of our children", - said Chairman of the Board of Samruk-Kazyna Construction JSC Maulen Aimanbetov at one of the meetings.

Head of AN Groups LLP Maksat Shakirov reported on preparations for the construction of 5 comfortable schools to be built in East Kazakhstan, Karaganda and Abay regions. According to the contractor, there are no problems with engineering communications.

Actual issues of the pilot project implementation were also discussed with the heads of ART Construction LLP Beibit Tolendiev and Ontustik Construction Aydyn Mayusov. The companies are involved in the construction of 7 comfortable schools. The contractors were instructed to scrutinise the infrastructure issue in Zhaskeshu village of Turkestan region, where an open water canal runs along the territory of the school. It is necessary to look at the location of roads and determine the places of future car parks. This issue will be addressed together with local executive bodies.

Similar meetings were held with the heads of BI Global LLP, Integra Construction LLP and other developers of comfortable schools.

For example, the meeting with the management of Integra Construction KZ LLP revealed a number of issues that require immediate solution. The company will build 14 comfortable schools in Astana, Turkestan, Zhambyl and Akmola regions.

Two plots currently lack temporary electricity. Together with local executive bodies, it is necessary to find points of connection to power supply networks. In the future, the "temporary electricity" should be replaced and all plots should be provided with permanent electricity, heat and water. Four land plots need to be cut.

The possibility of signing a tripartite memorandum between Samruk-Kazyna Construction, local executive bodies and contractors is also considered in terms of connecting FOCL to the construction sites of schools to ensure round-the-clock video surveillance of the construction process. In addition, according to the Ministry of Education, all educational institutions should be provided with Internet speed of at least 100 Mbit/sec by the time of commissioning.

As the Head of State Kasym-Jomart Tokayev noted in his regular Address to the people of Kazakhstan on 1 September, the process of ensuring equality in education should be accompanied by an increase in internet speed and free access to digital educational resources.

All contractors must fulfil work on time, otherwise it will delay construction work. According to the EPC contract, if a contractor more than twice violates the deadlines for work execution from the approved schedule by more than 7 days, the contract will be unilaterally terminated and the construction will be transferred to the second place company. In case it (the company) does not meet the requirements, the new contractor will be determined through single-source procurement. Such measures are taken to ensure that all Comfortable Schools are built and put into operation on time.

That is why Samruk-Kazyna Construction JSC approaches to the development of design and construction plans, preparation of construction sites, construction and equipment thoroughly. Meetings with the heads of contracting organisations and detailed review of projects allow to eliminate problems as soon as possible and avoid failure to meet deadlines.
