National project "Comfortable School": issues of equipping educational institutions discussed at an online meeting
Samruk-Kazyna Construction JSC initiated an online meeting dedicated to the issues of participation of domestic manufacturers in the implementation of the national project "Comfortable School". The meeting was attended by Galymzhan Moldash, Director of the Department of the Ministry of Education of the Republic of Kazakhstan, Erzhan Tikibaev, Deputy Director of RSE "Gosexpertiza", Murat Amrin, Deputy Chairman of the Board of Atameken, as well as representatives of design organisations. Chairman of the Board Maulen Aimanbetov acted as moderator.
"Within the framework of the concluded EPC-contracts there is a clause obliging to purchase furniture from individuals and legal entities that are in the Register of commodity producers or the Register of domestic producers of NPP "Atameken". However, it is necessary to take into account the opinion of the main operators. Teachers better understand the needs of students and can help in choosing the right, practical, safe, modern and comfortable furniture for future schools. Therefore, in the regions, local executive bodies have established furniture commissions, which included school principals, their deputies and teachers," said Maulen Aimanbetov, Chairman of the Board of Samruk-Kazyna Construction JSC.
According to the representatives of the Ministry of Education of the RK, the convenience of teachers and students is the main goal.
"At the moment we have created 4 working groups that are preparing lists of furniture products with codes for 7 design capacities of schools. Educational institutions will be equipped identically, which will maintain the same standard for both urban and rural schools. By 20 October 2023, the working group will share the results of its analysis with JSC "Samruk-Kazyna Construction" and NPP "Atameken", - said the director of the Department of Budget Planning of the Ministry of Education of the Republic of Kazakhstan Galymzhan Moldash.
Thus, the National Chamber of Entrepreneurs should provide its list of domestic manufacturers of furniture and equipment that can equip future comfortable schools with quality furniture, according to the approved lists of the Ministry of Education of the Republic of Kazakhstan
"Participation of domestic manufacturers of goods and services that produce quality and modern furniture is very important. We are open to constructive proposals and are ready to co-operate in order to solve the issues", - said the Chairman of the Board of Samruk-Kazyna Construction JSC Maulen Aimanbetov.
Samruk-Kazyna Construction JSC will also provide access for NPP Atameken to the design and estimate documentation, which is already under review by RSE Gosexpertiza.
"NPP "Atameken" is one of the responsible institutions under the Government Decree, which should prompt, give comments during the design and passing the state expert examination", - concluded Deputy Director of RSE "Gosexpertiza" Yerzhan Tikibayev.
Furniture and equipment with codes approved by the Ministry of Education and Atameken will be included in the design plans for the comfortable schools and sent to the State Expertise. After receiving a favourable opinion, contractors of future educational institutions will proceed to the procurement of furniture products by concluding offtake contracts.
It should be noted that technological equipment for comfortable schools will be purchased directly from manufacturers with a warranty period of at least 3 years. It is also mandatory to take into account the possibility of service maintenance and training of school staff in the country.
