Контролировать строительство сотни школ, конечно, сложно. Однако, глава Samruk-Kazyna Construction нестандартно подошел к решению вопроса. Руководствуясь методикой «гемба кайдзен», он разделил все комфортные школы на 4 дивизиона по регионам и закрепил за каждым ответственного руководителя из числа 3 заместителей и директора департамента строительства по реализации нацпроекта. Что это за методика и в чем ее эффективность, расскажем в этом материале.

EXPERIENCE OF SUCCESSFUL JAPANESE COMPANIES

All these changes in management, division into divisions are based on the "gemba kaizen" philosophy, which was once successfully implemented by the famous Japanese automobile brand TOYOTA.

The concept of "gemba kaizen " can be translated as "continuous improvement of workplaces and processes". This method, according to Maulen Aimanbetov, significantly simplifies control over the quality and timing of school construction.

"Division into divisions implies abandoning excessive bureaucracy and equal distribution of responsibilities. Implementation of the national project will depend not on my decisions, but directly on the decisions of division heads, who are fully responsible for them" - explains the Chairman of the Board of Samruk-Kazyna Construction.

In our case, "gemba" means comfortable schools, i.e. the place where work is done. "Kaizen" is a constant continuous improvement of all processes, in which all employees without exception participate. In practice, it looks like this:

"My deputies as division heads will constantly be in the regions, quickly and efficiently solving all the problematic issues that have arisen on the ground. This creates healthy competition, because each of them will work for results, " he specified.

Moreover, certain criteria for evaluating the performance of division heads have been established in order to increase the competitive spirit. If a division fulfills the key indicators of the KPI, successfully solving all the tasks, it will receive material and other types of incentives and rewards.

By the way, this methodology is implemented not only in the management processes of the national project "Comfortable School", but also in the activities of the whole JSC "Samruk-Kazyna Construction". The Chairman of the Management Board is personally involved in the business processes of the company, consults with employees, learns their opinions and proposals for minimizing costs, increasing income and expanding the scope of activities.

The essence of all these innovations is that one should go to the goal in very small but regular steps. All employees should realize that the main mission of the company is to provide Kazakhstani people with quality services, whether it is the construction of housing and schools or the operation of buildings.

"The main consumer of our services are the residents of our Republic. Therefore, I set a very important goal for the company - to increase people's satisfaction with the quality of work and services we provide. For this purpose each employee should be satisfied with his life, enjoy his work, constantly develop and improve himself" - concluded Maulen Aimanbetov.

"KAIZEN IN PRACTICE: HOW DO DIVISIONS WORK?

According to the new management methodology, 4 divisions have been defined, and each division is assigned a manager. They have already started their work and are on a working visit to the regions to monitor the progress of school construction.

1 DIVISION

Headed by Gabit Malgazdarov, First Deputy Chairman of the Board. It includes comfortable schools under construction in Akmola, Karaganda, East Kazakhstan, North Kazakhstan, Pavlodar, Kostanay regions, as well as Abay and Ulytau.

From March 5 to 7, the head of the division was on a working trip to the regions. March 5, Gabit Malgazdarov arrived in Pavlodar region, where he met with the Deputy Akim of the region Aizada Kurmanova. The parties discussed issues of providing educational institutions with engineering infrastructure, which is the responsibility of akimats. According to the deputy akim, the design plans for external networks have successfully passed the state expert examination, and contractors have been identified. Kurmanova assured that the works on connection will be fully completed in August this year.

As it turned out, there is an unsolved problem with the construction of a 600-seat school in Pavlodar, the contractor of which is VentKarkaraServis LLP. The thing is that the existing sewerage networks run through the construction territory. Now the Akimat of the city carries out their removal, but the works, which were to be completed in February, are still in progress and may last for another 2 months. Malgazdarov held negotiations with representatives of the MIO on the spot. As a result, the work on removal of networks will be accelerated and completed in the near future.

On March 6, the Head of Division 1 met with the Akim of Semey Nurbol Nursagatov. Based on the results of all meetings and visits, all issues were promptly resolved: instructions were given to accelerate the pace of construction and organization of work in 2-3 shifts, the list of schools scheduled for delivery at the beginning of the school year was updated,  

2 DIVISION

The head of Division 2 is Bagdat Azbaev, Director of the Construction Department for the implementation of the National Project. The division includes comfortable schools under construction in Zhetisu, Almaty, Zhambyl regions and Almaty city.

On March 5, deputies of Maslikhat of Almaty city and members of "AMANAT" party visited the construction site of comfortable school for 1500 seats at the intersection of Rozybakiyev and Levitan streets. The contractor is "Bazis Construction" LLP. People's elected representatives gave a positive assessment of the quality and pace of construction of the educational institution.

3 DIVISION.

Comfortable schools in the city of Shymkent and Turkestan region were included in Division 3, which is headed by Deputy Chairman of the Board Boranbay Bulatbekov.

On March 5, a meeting was held in Shymkent with the participation of the head of the division, Chief of Staff of the Akim of the city Yerzhan Seitenov and the head of the City Chamber of Entrepreneurs "Atameken" Sabira Adambekova. The meeting was also attended by local businessmen and representatives of contractors of comfortable schools. They discussed the issues of equipping with furniture and involvement of domestic producers to participate in the national project.

It was decided to hold a furniture exhibition in Shymkent on March 11, where local manufacturers will demonstrate their products. Entrepreneurs were explained the requirements on quality and terms of production.

4 DIVISION

Division 4, the head of which was appointed Deputy Chairman of the Board for implementation of the national project Amangeldy Sattarov, includes comfortable schools being built in Astana city, Mangistau, Atyrau, Aktobe, West Kazakhstan and Kyzylorda regions. The head of the division since February 28 is on a working trip to the western regions of the country.

On March 5, Amangeldy Sattarov together with Akim of Atyrau region Serik Shapkenov visited construction sites of six comfortable schools in Atyrau city.

The problem is that one of the contractors - "Caspiy Kurylys LTD" LLP has wage arrears to workers despite the fact that Samruk-Kazyna Construction provided him with an advance payment for 2023 and fulfills all obligations in full. The head of the contracting organization during the dialogue with the Akim of the regionpledged to close all debts and accelerate the pace of work within a week. Otherwise, the contract with him will be terminated unilaterally, and the construction of comfortable schools will be transferred to another construction company.

The issue of advance payments was raised. Sattarov explained the ways to receive them: either by providing a bank guarantee or by opening escrow accounts.

Heads of all 4 divisions should systematically visit the regions and solve problems and other issues on the ground to ensure timely commissioning of all educational institutions. Let us remind you that within the framework of the national project "Comfortable School" by order of Samruk-Kazyna ConstructionJSC, construction of 208 educational institutions is simultaneously underway in all regions. They are planned to be delivered this year: 98 schools - by September 1, the remaining 110 - by the end of the year. Another 151 schools will open their doors in 2025.
